The problem is with the carrier. Is there a cell provider in Venezuela that does 3g? If so do they use the same frequency as your phone?

It's either of two scenarios:

1) If you are roaming with your TMO sim card (God Why?!), the partner carrier down there does not have a 3G network.

2) If you are using a local sim card with your unlocked phone (much smarter), the local carrier's 3G bandwidth is not supported by your phone.

The phone has a built-in "3G capability" but that is dependent based on carrier and bandwidth. The only thing you are guaranteed is the ability to receive 3G coverage in the US where TMO has 3G network towers.

The 3G bands in Caracas do not support the ones in your phone. You only have either GPRS or EDGE.
