Correct, the SIM slot just needs to be unlocked. Loading the service books I believe is a little tricky, someone with experience actually doing it would have to chime in, but depending on what carrier you want to use I think people have found service books from a different model that the particular carrier used that will get the data end of things working.

the Storm and the Curve 8900 are unable to be rebranded, unbranded or "flashed" as you termed it here. this is because of new security measures that RIM implemented on these newer devices and they wont work with MFI Multiloader. you may, however, be able to load different carriers OS's onto the device. im not very sure of any issues you may encounter, but it should work just as easily as any other BB device. there should be no need to unbrand/rebrand the device. it will work with any GSM carrier as long as the device is properly unlocked first.

Once you unlock the Storm, you can just put in a Tmo or ATT sim and make calls and text. No extra steps.
If you want to set up your BIS, there is a thread already in these forums with step by step instructions on how to set up a Storm for ATT (and Tmo, I think)...I found it to be very useful and informative, and pulled off the switch without any hiccups in just a little over an hour I think. Mainly, you're just letting the computer and handset do all the work. - 06-15-2010, 10:16 PM #10

A flashed Blackberry will not be able to be used on AT&T on BIS. Essentially your Storm is as useful as a dumbphone. Cricket and Metro PCS flash devices which renders them useless on other networks as far as full functionality. You can use an AT&T SIM in your Storm, but you'll have to pay for BIS which you cannot use since your device is flashed.
