Default wifi calling with Bold 9900?

If I want to use wifi calling with ATT is my only option the iphone or will the Bold 9900 offer this capability? Tmobile announced their 9900 wifi calling coming in November, is ATT going to keep up?

TMobile is the only carrier that offers 'UMA' in the USA

One carrier per country is doing this.
Its Rogers in Canada.

As I understand it, I can use an iphone or android with any carrier to access wifi calling with the line2 app. Do I have any other options or is there any similar app for use with the Bold?
