Default Tethering/Billing Question (through DM)

Today I checked my data usage, as per usual, by dialing *3282#. What differs from days in the past is what is bothering me. Here is what I received:

Next Bill Cycle: 04/20/2011
Data (MB): 1.1 of 2048 (Deactivated)
Messaging: 235 of Unlimited (Deactivated)

Why has "(Deactivated)" been added to this report? I will add that my billing cycle restarted today. The customer service was unhelpful, as expected. I'm wondering if this is due to my recent connection to Tethering. I just wanted to see if it was possible to do with my BlackBerry Torch. It was, as I found. I have used it very little since I acheived my goal on thursday night.

My question: has AT&T "Cracked Down" on me? I received no email and neither has my grandfather (the account holder). Is there another way to check to see if I'm being billed for this? I can easily prevent myself from using Tethering, I was just curious to see how it was done.

I was wondering about tethering through DM as well.

I wonder if it's just an indicator that the old BIS/WAP counting has been terminated. For a while, you used to get two values with *DATA#, even if you never tethered.
