You have to let AT&T know the IMEI numbers of each phone, and then remove the data features and replace them with either a block, pay per use, or unlimited for non-smartphones.
Activation fees only come when you start a new line of service. There is no charge to change which phones you are using on the lines once they are active, and in most cases, no need to inform AT&T that you changed phones. Just try to keep the changes in the same group. Like changing BlackBerry phones, or 3G iPhones, miscellaneous smartphones... each of those can be changed with the same type of phone in their respective groups. Any messaging or basic phone? Field's open, change to whatever you like, whenever you like.
