If your continued service is very likely to offset the cost of the equipment, you MIGHT be afforded such a concession, but AT&T is NOT desperate by any measure. The fact is, if the building in you choose to live is what's causing your service issues, AT&T has no obligation to pay you to keep you from canceling.
I started service in the middle of BFE, with almost nothing for signal in my house. I didn't care, and can you guess why? Because I started service with a mobile phone company. You know, a phone to be used when I was away from my home phone, which cost all of $20 a month to have.
