Default I remember reading a while ago..

That if I move to an area where att has little to no coverage and I'm forced to roam 90% of the time my phones radio is turned on, that they will let me cancel my line with no ETF, as they can't provide service for me.. Can anyone tell me if this is/was true and if it still applies?

No. Your contract states that you agree to reside in an area where AT&T has coverage. Moving to an area where AT&T has less presence does not absolve one from the aforementioned agreement.

Of course, your ETF is always less than the resale value of your phone, assuming it's in good condition, so I fail to see how this is problematic.
