Confused about HSPA+ rollout

So I'm reading articles from Jan 2011, stating AT&T has already upgraded their entire 3G network to HSPA+, however their Coverage Map doesn't show anything close to that. (Note the map shows both HSPA+ and LTE.)

Ok, besides that, Im seeing alot of reports/videos showing ATT HSPA+ phones getting worse speeds/results than normal ATT 3G speeds. I dont know if Speedtest Apps are just very innaccurate or what. I know they can be very wrong for LTE, so... Also, HSPA+ Android phones showing H+ icon up top, while the OS about screens show standard HSPA, HSDPA or UMTS and not HSPA+. Very confused...
