Yes.
I have a Torch 9800 on AT&T.
In "Mobile network settings", I can set my phone to "3G & 2G" or just "2G" - which is Edge.
The setting that AT&T phones do not offer is a 3G only option. Carriers elsewhere, like some from Canada, do have that option because some of those networks don't have any 2G frequencies at all. But, because in the U.S., AT&T has much greater Edge coverage than 3G, they want to be sure you will always have at least some kind of mobile coverage no matter where you are. At least until you go way off the grid.
