It's a lie.
Nobody you can talk to on the phone even has the ability to put unlimited smartphone data on a line for ANY REASON anymore. It was locked off because too many people were demanding to get it when they weren't eligible to get it. There's only one phone that is recognized as a smartphone that gets unlimited data right out of the gate, and it's the biggest PITA since June of 2007.
AT&T no longer has unlock codes for AT&T-exclusive phones because of the class action suits from California and Florida. People complained about not being able to unlock phones that they hadn't paid full price for, and hadn't finished their contract for, so the gates got locked.
Every time something happens on AT&T that restricts services or abilities, it's usually because people were abusing it. The reason why data connect services are capped at 5GB is because a couple hundred thousand people were using hundreds of gigabytes per month to steal movies and music. Of course, the ToS says you will be canceled without notice for using your internet connection to break the law, but that almost never happens.
EDIT: You can still get it back if you lost it during a smartphone-to-smartphone upgrade, or some other oversight where you were changing smarphones and did not ask to have unlimited data removed. If you swap to a basic phone and have customer care remove unlimited data because your "bill is too high", then you lost it for good. Same goes if you upgraded to a messaging phone or basic phone. A request must be filed to recover it in any case, and no supervisors have the ability to restore it.
