I just received a replacement BB Storm, on BES. It still says "Activation Required" at the top of the screen. I wanna load OS5.0 before I activate it on BES, at the moment, Loader.exe says to contact system admin when I try to update.
Will this allow me to do it before the policy gets pushed to the phone again? - 10-27-2009, 07:31 AM

i guess the phone had to be activated before it could be updated.
i got the new os loaded, but now i cant load up 3rd party apps. stupid BES.
could this be a work around? reset to factory state or wipe clean, flash it with the new OS + 3rd party apps that i want, then reconnect to the enterprise? - 10-31-2009, 12:32 PM #56

Hi, I have no "apploader" folder in my RIM/Blackberry folder... I have backed up my blackberry, downloaded JL_Cmder but nothing seems to make sense to me!
I am trying my best to follow instructions, but when I type the code listed at the start of thid thread Command prompt responds:
C:\Program Files is not recognised as an internal or external command, operable program or batch file.

Yippee. This worked for me!
Thanks for this! I had to go back and try it a few times, but adding the image solved for me. I was able to figure out that I was trying to activate the LOADER.exe from my P drive and not from the C drive, where the program actually stood. Great!

AgTitan06 - thank you very much for posting these instructions. I have my own Blackberry (I own it) and my company let me get on BES, but didn't like the IT Policy restrictions so I'm back on BIS. JL_Cmder looked a bit daunting so I'm glad I found this post to remove my company's IT policy.

Thank you very much for this - it worked perfectly (although I'm running Windows 7 and had to put in "program files (x86)"). This is the second time you Crackberry guys have helped me fix my BB when the "tech support" people have given up. I think now the dratted IT policy has gone, most of the original problems should be solved. What a relief!

I had great success with the command lines!
The deskop manager on my mac wanted me to update my 9700. During the update process it stucked, the process was aborted, the phone nuked.
So I installed the last v5.0.0.499 from my carrier O2-Germany.
Unfortunatly this version had a IT-policy in it and it was slow as ****.
So I took the Windows 7 PC of my girl and used the commands for removing the policy and wiping the phone. After this the same OS was installed. Then I restored only the most important datas, like contacs, messages ect. to make sure to keep my phone policy-free.
Now without the IT-policy it is as fast as on the first day!
GREAT!!
Could this be, because at the step before I installed a OS over a nuked phone WITHOUT wiping it? Or is it because of the policy?

I think this topic needs to be made sticky. It's really helped and this is by far the worst thing that can happen to a BB, all your apps rendered useless. Mine wasn't even from a company, just started happening one day...

There is a method to hack a "blank" policy.bin file from your pc and desktop manager onto your device. This replaces the policy on the device with the settings in that "blank" one rather than removing like the ResetToFactory switch does on the 4.3 and above.

That is the best you can do, and the closest you can get to removal of the IT Policy for older than 4.3 hand helds.
If memory serves me correct, using this Policy.BIN clears nearly everything. I think only some of the on device firewall settings were not touched by this Policy.Bin which impacted very few people.Too many devices to choose from... Now using Playbook 16gig, BB9780, Samsung Galaxy SII, HTC Thunderbolt, Moto Bionic (both work and personal)
