I call my voice mail and turn the volume all the way down, then take a pic. No shutter tone!

This really isn't an American issue, it was a law way earlier in Canada and in South Korea especially I'm not really aware that the "Cellphone Camera Predator Act" ever actually passed either - I think the house referred it to a consumer protection agency where it died in red tape and hot air blowing.
