trying to unlock 9500

when phone boots says do you want to enter unlock code,i say yes and nothing happens,no prompt screen,go the other way and get to mepd and the sim details say
after mepd says sim disabled
network blocked
subset disabled
provider disabled
corporate disabled
mep2 does not bring screen up,surely it must tell me howmany attempts are left to enter unlock code any help please,t mobile sim uk in the vodafone 9500

phone is hardlocked,shouldnt it say 0 attempts left

It could have been blocked for any number of reasons such as being reported lost or stolen, the account not paying the bill, etc.
