This is more likely a result of the carrier itself. If your phone appears to be sending and receiving messages most of the time, just occasionally they do not get through, I would be leaning towards the carrier.
I have had this issue with one person, on a separate carrier, occasionally... but again most of the messages do get through. I have heard that some messages do not go through or sent because of memory limits being reached on a blackberry but I would not lean towards that at all.
Carrier issue, not your phone, is what I am going to say here. Hope this helps...
EDIT: I am not sure myself on the specs of the storm you have but it could very well be your phone is running low on memory as well. Might be something worth checking out...
