Can't change phone ringtones

I am having problems changing the ringtones for phone calls on my Storm. I go into Sounds: Set Ring Tones/Alerts: Phone and I have a certain ringtone there, but when someone calls me it uses a different one. I have gone into my contact profiles and I noticed that under the Custom Ring Tones/Alerts it has a different ringtone set. I have checked multiple contacts and it is like this for all of them. I have not set these custom ringtones, because when I go into Sounds: Set Contact Alerts they are not there. I was thinking maybe there is a default ringtone that I have reset somewhere? Otherwise I have no idea what my phone is doing.
