I'm not asking about the entire OS, but rather the radio code specifically. I searched and did not find this question posed.

Well people are running a certain OS because of the radio code. Some switch java.

Do the java files from one build affect the performance of the radio file from another build? For example, would the .122 radio file behave differently, such as dropping more calls or accelerometer not operating as smoothly, if it had the .131 java files vs its original .122 java files?

I believe civic and others confirmed that those features are dependent on the sfi file. If there is a difference, it's very minimal, or may be a complete placebo effect. I tried all leaks and all hybrids and went back to straight .122. No one know what they are doing to the OS when they are messing with files. That may be creating more bugs. They files are made to work with each other and even if you shrink or change them out, you may put stability at risk. Hope this helps.
