I upgraded from a Storm (9530) to a Torch 9860.

The Storm was/is on the Bell Mobility network in British Columbia, Canada.

I would like to throw the phone in my glove box, recharge it periodically and use it in cases where the I had forgotten to grab my Torch 9860.

The Storm is in great shape, I would like to put it on a prepaid plan, like one from 7/11 (Speakout?). I have not reactivated it yet and I'm looking for some guidance/advice on what I need to do.

For example, do I need to unlock it somehow? Can I just buy a SIM card from 7/11? Or can I not use a prepaid SIM card from 7/11?

you can use a prepaid sim from 7/11 and they use rogers service
As for data/bbm and stuff you wont be able to use that as i dont think 7/11 offers pre paid BIS.

But yes if you want to unlock it and just use it as a phone go for it.
