Basically, the hardware for the 3G capabilities is locked down at the level of the hardware. No software will allow you to get around it.
That said, there is also no way to take anything from the 9500 .sfi file and transfer it to the 9530 .sfi file. Given that the .sfi file controls the radio, the next progression is that you can't change the radio in the two. There's a reason the hybrid makers haven't done it yet... Its because they can't. What you're talking about involves changing the actual coding which, unless you develop the OSes for RIM, good luck.
The hybrids that have been produced simply take the java files from different OS versions and swap them. These are the applications which sit overtop of the actual core OS and provide you with the user interface and functionality.
When the hybrid makers used to make hybrids which worked with better radio files, what they did was take the radio files from one OS that had good reception and combine them with the java files from another OS. And voila, you have a new OS with a good radio with better applications on top. This worked well when there were lots of leaks for the 9530 and lots of 9530 radio/.sfi files to choose from. However, the OS leaks have all but dried up, meaning that its no longer as easy to do this.
The problem in your case is that you've managed to get a little knowledge, but you don't yet understand the full picture. While there is no way for me to fully explain it over a public forum, I hope the above at least helps you to fill in the gaps.
At this point, your best option is to see which base OS for the 9530 works best on your phone in terms of the radio, and you can then find a hybrid based on that OS version which can then be loaded on over top.
