Well all you have to do is replace the java files. Its not a big secret.

Aside from the portrait mode qwerty keyboard and the "enhanced" copy and paste, has RIM ever added ANY new features to ANY new build?

All 4.7 builds will likely be bug fixes, performance tuning, and maybe small inconsequential features like a portrait mode qwerty keyboard. We won't likely see any major new features until 5.0.
