Is this possible?
Friend of mine can get a good deal on a second hand Verizon 9930 without contract, but he has Sprint.

Sprint will not activate a Verizon branded device on their network. Flashing won't change this.

He would be better off selling the Verizon-branded 9930 to a customer who has VZW and then buying one that is branded to Sprint for himself.
CDMA carriers use a database of ESNs, and any device that is not listed with their own branding will not be activated. That is why one cannot use VZW devices on Sprint and vice-versa.

in theory he can get it to work on sprint, but he would need to send it in to sprint for them to inspect and rebrand the phone, and add the ESN to their database. this would typically take 3-4 weeks.

Correction, ESN is almost an outdated term since the introduction of the MEID.
About the theory, Sprint and Verizon Do Not activate the devices from a competing carrier, period. Theorize all you want to, the major carriers have Zero incentive to carry the device from another carrier.

I don't want to waste time debating this  but I have a friend who got a verizon tour activated on sprint about a year ago... And about the zero incentive, they charged him about $150 for the inspection and rebranding (with a 2 year contract of course.)
they basically send it to the factory, delete the verizon stuff, load up their own firmware/software, and replace the bottom cover with their logo.

Why did he want to spend that much money and wait that long just to make it happen?

Well, after hearing that the PB just got rooted (and the only BB to be rooted), my mind is now in a state of "anything can happen".
So I guess bobbydudeman's friend did get it to work, of course there was time, money, and other things needed to do so...
