Lately there have been a bunch of threads moved from the News and Rumors
forum and the General Discussion forum into either Rehab or Off Topic.

While the rationale for moving these threads is not a question I do question
the reason for placing them into two sections that lend themselves less to
the topics than the sections they were originally placed.

With that said is there any way to create a non post counting forum called
Miscellaneous to act as a catch-all for threads that need to be moved
due to repetition, their non-specific nature, etc?

This would satisfy the goal of not "muddying" the two discussion forums while
at the same time keeping the other two sort of unpolluted.

One other thing and I am not sure this is doable but make it so that no user
can create a thread in the Miscellaneous forum so that it does not become
a secondary Off Topic section.

I understand your rationale. However, I wonder if adding an additional forum will just make more work for the Mods. I know you had a lot more work when you were a Mod, and the Storm Rants & Raves fiasco was in full swing.
