The timing of the software being sent to your phone officially by the cell company is dependent on the carrier you use. If you load a leaked os, all that matters (generally) is that you load an os for your z3 so that it has the proper radio files, no need for a carrier specific os (usually). Sometimes different radio files don't play as nice with certain carriers but don't worry about it.

Officially, all of them but the z3 have been mentioned in news articles, but that's probably a fluke of reporting. 10.3.1 should be available for the z3 when it comes out, unless something changes between now and then.
All the leaks have included os compatibility for the z3, it should absolutely be compatible.
