I can use BIS on my new Z3 because I bought BIS on my old 9800, when I try to buy BIS it says my BIS is still active.But is consuming my airtime.

Depends on your carrier. Technically BIS is no longer needed for BlackBerry 10 devices and while some carriers have stopped assigning it, some have also kept their old systems in place because it's simply easier than creating new ones. Long story short, contact your carrier and find out how they're addressing the change.
