IDK if it was possible to set animated GIF as caller ID in 10.2. But it's definitely possible to use it in 10.3.
Animation is playing when phone rings and in call log. It even plays in speed dial area. In contacts and sms thread icons are static.

I will confirm this, in 10.3.1 it is static in contact list but it is animated in the individual contact when opened.

Pretty cool. I never thought about using a GIF for a contact picture. I just tried it and it also does work on OS version 10.2.1.3247 on my Q10.

It works when I'm receiving a call. But the pic is static when I'm viewing the contact list.
