THIS IS A DEVELOPER OS

The important part of this is that we now have a 10.3.1 OS for STL100-1 and Passport. In that case, if you have some time to kill, you can load this OS, then experiment with bars extracted from 10.3.1.632. Keep in mind, the usual developer OS quirks apply (no alarms, weird camera settings, etc).

If you have any device that isn't the STL100-1/Passport, you really should load 10.3.1.632 instead. 10.3.1.632 for Passport can be found here.

Unless you want a stripped down OS for testing, which is what this is.

There's no way to get the alarm working unless a 3rd party app wit this os right? Can we make somehow a hybrid one with this os to make it as full as possible?

That's usually the way the developer OS works, however nobody has tried this one quite yet so there's a remote chance it may be working, but I wouldn't hold my breath.

To get as close to working as possible, Thurask has already provided an app list and is likely already uploading a single download with all those in it. If he doesn't, then someone else likely will.

there's a simple solution, check the other thread, try hard reset and security wipe after install, alarms should work.

Ok, I get that this is missing a lot of apps, but the real question is, is the core OS all there? Dev OSs in the past have had features disabled, such as dropbox upload, alarm clock, etc, that sideloading doesn't fix. Can someone confirm if this is or it not the case?

Once we have this confirmed, I would suggest the OP be updated to include this information as well.
