T-Mobile customers have been enjoying VoLTE in certain markets since .3247 update. Does anyone knows if it will work on AT&T and with which software version?

According to press releases, certain markets (Chicago for example) should have VoLTE on certain devices (S4 mini).

However, T-Mobile never announced nor advertises that the BB10s work on VoLTE.

Also, since AT&T enables LTE per IMEI only, they might be doing the same VoLTE - only users with registered devices will be allowed to use it (which is such a BS). For example, I have a T-Mobile Q10 and when I switched to AT&T, they didn't recognize the IMEI so my phone was considered "dummy" and no LTE was enabled. I had to call and trick them later on by giving them an IMEI from a AT&T Note 2.

This new 4G is basically Voip for cell phones. I have AT&T towers on my building the techs explained the upgrades they were doing.

You are correct that AT&T determines if. A device is LTE capable based on IMEI. For you to be on a VoLTE call, both devices must be VoLTE capable, have their device of record with AT&T up to date, and both must be on a tower that supports VoLTE.
