Anyone know of a decent expense report app for business? Expensify crashes most of the time and doesn't have the ability to send a report, at least none that I can find. Abukai apparently wants to monitor my phone calls in the permissions settings, so that's completely out of the question.

You probably need to list the key functions needed for your reports. Everyone needs something slightly different, although I've not found the right one yet either.

As far as phone access is concerned, that could be a legitimate function if your calls are billable to the client. The most it is going to capture is metadata about who you called and for how long.
