Because that's the only CHIP that BB Q10's were manufactured with.

Well, they're wrong. Or they're trying to pass off some Made in China fake.

All Q10s have a Snapdragon S4 (MSM8960). No exceptions.

Snapdragon is a Qualcomm SOC (System-On-Chip) that has Arm Cortex A9 + GPU + Modems built in. According to some sources, the non-LTE Q10 uses OMAP SOC.

Arm Cortex CPU architectures are licensed by various companies to create their SOCs (Apple, Samsung, Texas Instruments (OMAP), Intel, AMD) etc

Those are fake made in China devices. They likely don't run the BB10 OS but something that looks similar but doesn't function the same way. I used to see a lot of this devices in South America in 2009 with the BBOS devices. If you want a Cortex-A9 get yourself one but you won't be able upgrade to any of the newer BBRY OS's.
