Hi there, unfortunately not if you're intending to use the phone as it should.

I had 9780 with OS6 and BIS. When I migrated to BB10 with a new sim, I discontinued BIS in 9780 but continued to use it for calls. I can access internet for browsing through wi-fi. BBM - No idea. (Don't do security wipe in this case as it may clear some configuration and browsing may not be possible)
Some of the carriers in my country has separate plans for full BIS, Only browsing, Only BBM, and so on. You may check up with your carrier.

Yes you can use the normal data plan, just set the proper apn for your carrier and use opera browser or do a restart and use your bb broswer, i'm doing that on my 9790 when i dont have BIS activated.
Except for mails, bbm, fb and other bb apps, the rest of the apps can make use of it, such as whatsapp crackberry etc

With 9790 and no BIS, you can't:

    - use native mail app
    - use BBM
    - use BB Protect
    - use preinstalled maps
    - use wikitude

    but you can:
    - browse the web, play youtube videos in native browser
    - use the appworld
    - access twitter via ubersocial
    - use native twitter app (wifi only)

    - don't know about facebook, as I don't use it

overall it's pretty usable, when you don't need native mail and bbm. in my case, i just plugged in the sim card and everything is working as described

    edit: I'm using 7.1.0.1098 (7.1.0.2931) from http://berryshout.com/?d=82b85c79ab2...76366fb55&l=en

When / why is it necessary to set up APNs? I didn't have to do this. Sorry if it is a stupid question - I'm a BlackBerry newbie...

It is only necessary if u dont have a BIS plan activated on your BlackBerry and if you just want to access the internet using the normal data plan.

Yes it did work for me too. But WhatsApp and other apps were not working, only the browser could access the internet.
