    Probably never, considering it won't come to the devices that are on market, only to the new devices.

    Still: No sooner than "by the end of the year."

    Doesn't seem like there will be an official for the current devices. You will have to wait for 10.3.1.

    Or you could load a leaked version.

    If you want 10.3 now, yes a leak is the only way to go. I have it installed.
