Do you have a carrier password? Maybe it's carrier related like your voice mail password

No hoe did you get that option not the screen shot. As far as most BlackBerry user's are concerned, and as far as I am aware, there exists no such option on BlackBerry 10 os.

Anyways, how did you do that? Is it an native BlackBerry 10 settings options or an app?

When u open a contact n swipe from top u will find settings option on right side of top in that settings haveing the call blocking option

for those of you asking for a CALL BLOCKING app and you are running 10.3 here you go:

Description:
You turn ON the blocking engine, input phone number to the list, Call Block will block all incoming calls from those numbers.
You also can see the Blocking Log
Backup/Restore the blacklist in case you change device or reinstall the app.
