Yes - I've only done two official updates with Verizon, but yes you can use Wi-Fi. In fact by default it will only do an automatic download if it is connected to Wi-FI.

If an update is available, sure why not.
If update is not available, you cannot force it to update over wifi, you need to run Autoloader or Sachesi.

Give it a try. Updated my unlocked Zed w/o the sim using wifi it was about 1GB.

Sure can. I just put my VZW Z10 back on a line yesterday and updated to 10.2 over Wi-Fi.
