You can sideload it from BB10 Bars - Apps for BlackBerry or download directly the .apk from snap if you are running latest leaks

Live effects worked when I was on 10.2 official. 10.2.1 broke it. Is there a way to make it work on 10.2.1?

You need to be on the latest OS 10.2.1.2141
Then sideload snap to get the camera 360
Or get amazon app store to get it

If you're on 10.2.1. Just download the camera 360 apk or if you're on 10.2
Download the apk, convert to bar file then sideload.
Live effects work on 10.2, without the green screen as I have tested it before.
