Are you setting up the Activation password for a User on a BES5 server using BlackBerry Management Studio on a BES10.2 server?

If so it's just using the web service of the BES5 server to do it, it shouldn't have changed or stopped working in 10.2 compared to previous versions.

Try setting up the activation password for the user using the BAS console for the BES5 server instead. If there is a problem it's more likely happening on the old BES5 server. Is the user even added to that server? You do have an old BES5 server for your BBOS 7.1 phones don't you?
