My system runs at 50 to 60 even up to 70%
Is that normal?
I don't have any apps running in the background.
When I do a view of device manager everything else is idle.

No, that's not normal. Mine's fluctuates between 3.0% - 5.8% when idle.

Well sometimes my system does that but just for a short period of time like 1-2 mins, are you connected to wifi ? or is any application you have accessing data ? android sideload maybe ?
