As far as your Q10 is concerned, BIS is always down, since BB10 doesn't ever use BIS.

Actually, Bell BB10's do. They have a locked APN. They force you to use BIS with their BB10's. Rogers, Telus, ATT&T and all the others do not.

That is completely incorrect. BB10 does not use BIS ever. Regardless whether your carrier forces you onto a make-believe BlackBerry plan just to charge you differently or even charge you more; BB10 is incapable of using BIS.

Umm Yea your Bell rep lied to you. Unfortunately it's common these days to hear carriers blaming BlackBerry for outages that are not BlackBerry.

Turn off your mobile network on your phone an just use wifi. You will notice that you Q10 will work just fine. That's because it doesn't need BIS (that's a BBOS restriction/enhansment)

OP, I've also heard Bell Canada (bell mobility) say they go through BIS with the bb10 phones even though they could avoid doing so.

We have two opposite points of view in this thread. One, that Bell is lying. The other, that Bell does have something BIS-like handling communications from BlackBerry bb10 devices.

If your APN is set to a BIS URI like BlackBerry.net in the case of Bell, and BlackBerry have a problem with their servers, you will experience an outage because your wireless traffic is routed to the same server complex as BIS.

Pay for the service, can't use what you are paying extra for, and suffer when the service is down such a great deal. That's why I left VirginMobile (Bell's mini me).

Lol... lots of miss information on this thread... BlackBerry 10 is capable of using BIS... I'm using my old BIS plan right now... $45 unlimited data... I didn't get my Z10 from my carrier... I purchased it unlocked from other sources and cut my old sim card to fit. BB10 no longer REQUIRES BIS but it is compatible with it.

I have Bell in montreal, didn't notice any service disruption this weekend. I can confirm that it uses BIS. If I put my sim card in a phone other than a BlackBerry, it won't work

You can just change the APN. Although you are right. One of the engineers at my work place was surprised why my Z10 could change APN, and his as well but for some reason his daughters would not. Evidently one of the MR releases for 10.1 supposedly sorted it out.

The company reps are not all up to speed. When I bought my Z10 a few months ago the rep told me all BlackBerry phones used BIS even the new ones. I told this wasn't correct but he insisted. I kept my old data plan that was a BIS plan since he could be moved. This was at Rogers 3 months ago. All is good.

It is compatible with the bucket of data provided in your data plan. It still does not use BIS. That's the reason why if you had any of the Social Plans where only BBM was included it was required to be changed.
