Some application or system level information is delivered by toast dialogs. It isn't just for message notifications.

Is it turned off for each account individually? BBM, text, BBM groups, etc

Well since installing 10.2.1 lastnight I seem to have lost my toast. I've got instant notification on....
So maybe that's your answer....install the leak!

Can anyone help me get them back on?

The little pop up notifications when msgs arruve...they appear at top of screen, briefly, no matter what app you are in, for the most part. u can tap them before v they disappear to open them...really a cool feature.
I think the newest os gives more control over which apps and which notes trigger them. I seem to get them for some emails or bbm chats, not for bbm group notices.

Those specifically are instant notifications, they are implemented by using toast dialogs.

Toast dialogs are available to all applications. They pop up for a short time and go away by themselves. For example, when deleting something the application might show a normal confirmation dialog that the user must dismiss. Or a toast dialog may be used that says something has been deleted, press here to undo.

Why would anyone want to turn that amazing feature off? I'd love if I had some control over how long it stays on screen though.

I agree. I would like them to stay on screen a bit longer myself.
