I've done a little digging and came up empty handed:

I'm looking for a ping app for the PlayBook. I know there's built in ping functionality in the Wi-Fi section of the settings app, but I need something a little more fully featured (ie. I need to be able to run continuous pings, control packet size, etc)

Does anyone know if such an app exists?

I can't think of an app to point you to off the top of my head, but for something that specific you'll likely have to look into side loading an android app.
