It seems to be getting stuck 2/3rd's of the way

I've tried updating with app loader and desktop manager and it still doesn't work

I've tried it with the battery in and out and it won't work

Is there a fix for this?

How long have you let it sit for? I've had a few times where my phone will sit in about that spot for close to 5 minutes and then it will finally go on and boot.

Yup, that happened almost every boot on my 9900. Stuck there for at least 5 minutes. But eventually it always completes the boot. Sometimes if I remove the battery at this point, the next boot will be smooth... but 'sticks' the very next time.

this stops at the same time mine stops loading at. But mine goes to say JVM Error 517...You might want to try and reinstall evrything from scratch...

The phone might be bogged down indexing media, particularly if the card is a slow Speed Class. My phone pauses for 2-3 minutes at the 2/3 mark to index a couple thousand media files on my Class 6 card. Try booting up without the microSD card to see if it's the culprit.

if you are on a plan you can try having your carrier contact blackberry for you. maybe reinstall os without battery will work. they helped me do that. others in forum can tell you how as well. trouble is most have gone to blackberry 10
