Sorry I read through the manuals including the policies and I can't make heads or tails what policies I need to enable to keep the work and personal data separate in balance mode, even down the hub only showing person info on the personal side and work info on the work side. Has anyone been able to do this?

I wonder if you call BlackBerry and speak with BES support and provide them your Support Number, if they could tell you? I mean it is a long shot and all, but never know.

I have not tried this in 10.1 production. I will be standing up a server (hopefully) this week and I will be able to let you know. You should just need to enable the policy and have 10.1 on both devices. If that isnt working I will have to dig deeper for you.
