I'm not a software guy but it seems like there is concurrent development of 10.1 and 10.2, or have BlackBerry developed the last version of 10.1 and building10.2 on top of it now?

If you use Sachup and Sachibar, you would notice that the OS is extremely modular - you can develop 10.2 components while you actively develop 10.1.
And you can update bits to 10.2 while keeping others at 10.1.
