    I just noticed this in the Hub settings, was wondering what it's supposed to do. I am not able to turn it on or off.

    I'm assuming it's alerts sent out by the US President... not entirely sure though.

    If you are in the US, the President/Kommander in Chief owns all your base. I guess they want to send out alerts in case the zombie apocalypse begins, and they don't want you to be uninformed so the FCC forces it not to be disabled.

    The President of the United States of America wants the ability to contact you in a federal declared emergency. There was mention of such a scheme discussed in the media a few months ago.

    Ob mine below the Text Messages option, instead of Emergency Alerts I have Cell Broadcasts.
    Mine is AT&T 10.0.116.

    These messages are entirely carrier dependent. For example, on Telus in Canada we have no "Alerts" or Cell Broadcasts. (Let's face it, if we saw alerts from Stephen Harper, who would pay attention?)

    Pre-authorized national, state or local government may send emergency alerts regarding public safety emergencies, such as evacuation orders or shelter in place orders due to severe weather, a terrorist threat or chemical spill, to WEA.

    Alerts from authenticated public safety officials are sent through FEMA’s IPAWS to participating wireless carriers.

    Participating wireless carriers push the alerts from cell towers to mobile devices in the affected area. The alerts appear like text messages on mobile devices.

    It's obviously for any presidential alert that maybe an emergency situation and also you see amber alerts that's for when children are kidnapped you will get an alert. You may also get weather alerts in a storm situation depends on if a carrier signal is still in the area.

    Oh, hey. What exactly is "Cell Broadcast" for, anyways? I open it up and it gives me the option of channels, but no real explanation.

    Is it just that Canada has a different system for this, used for general important alerts?

    Cell Broadcast is a broadcast from your carrier (or from somewhere else, as described in the channel). Supposedly, it can function as some kind of alert/info system. Ever owned one of those feature phones and sometimes random sentences would stroll on your screen? That's cell broadcast.

    Admittedly, my carrier only used it for ads, so I just turn it the heck off

    They really chose the wrong name for the feature. In the USA, it was always just called the emergency broadcast system, not a personal message from the president or his office. The word Presidential is just wrapped in hatred by one side or another.

    What really irritates me I that all these emergency alerts get notification reminders but it isn't built in for any other notifications.

    The FCC regulates it, and it must remain on otherwise their alert system is broken and the service or manufacturer will get fined. Ever wonder why you can't turn off the emergency alert system on your cable TV or satellite TV or radio? Same.
