We have issues with our BES5 and BDS. Internally checks out fine (esp re BDS other ActiveSync services work), multiple mobile networks.
Spoke to our external escalation support providers and they say they have had multiple reports from their clients.
Nothing confirmed 100% yet.

Will update when I know more.

at least it's becoming known that there is a problem now my bbm over wifi went down yesterday and it stopped today over the cell network on o2 in the uk

Another here (vaguely UK!). BBM won't send or mark received msgs as read. Have asked network provider if they're aware.

Will keep an eye out.

I am in India and my bbm doesnt seem to be working either. Diagnostics test says its not connected to the server. Possibly an outage for Uk server?

Its confirmed that BlackBerry Is facing Outage with EMEA NOC, Currently 75% Users are impacted

Same here in France with the OS 5. Facebook, Twitter, Browser, etc. are only accessible by Wi-Fi. BBM seems completely down...

I can confirm that tthere is an issue at RIM and is at least effecting the following network suppliers in the UK

Orange
Vodafone
EE
and O2

I have spoken with O2 corporate care and they are fully aware of an issue and RIM are working on the issues.

We support several BES Express 5.x, BES 5.x and BDS 6.x Boxes for our Customers.
We can confirm the Outage for Germany. This is no Carrier Issue - all Servers - including our own - are disconnected from de.srp.blackberry.com.

Im having trouble receiving whatsapp messages & when they do come its like an hour later! also having trouble sending messages on whatsapp too not sure if this is connected.

I bet the Apple fan boys are having a field day as we all know how they love to ruin BlackBerry's reputation.
