    BBM requires a specific BB data plan. BIS is for us consumers. No BIS, no BBM below OS10.

    Not on anything below the new BB10. OS 7.1 and before require a BIS data plan to use BBM, even on wifi. No BIS data plan = no BBM or any other BB feature even on wifi.
