When you go to the Blackberry events, they give out Factory unlocked BlackBerry Z10 phones. This is the only way to get the factory unlocked phones. This has been said many times on here as well.

Its rare to get a unlocked phone in any country with this phone. BlackBerry is not selling it unlocked like Apple & Google is. The events are the only time you get the factory unlocked phone from Blackberry.

Yes as MattUK said, It depends on your country. in Qatar where I currently live all phones are factory unlocked. it's prohibited by law to sell locked phones.
