I've got a Rogers Bold that I purchased at a Rogers store. when I go into

Options -> Advanced Options -> SIM CARD

it says SIM CARD: Security Disabled.

Am I mistaken, or did they sell me an unlocked phone?

That does not mean it is unlocked. You would have to enter the MEPD code and read the network status as being active or deactivated/disabled.
