Nope, sadly no. OS 7 won't run on older devices. Hybrid builders might extract some files from OS 7 builds and make a hybrid OS that will run on the 9800, though.
Wow! That sucks big time. I dont understand why. I mean, i understand RIM wants ppl to buy the new devices, but after they sell this many(?), they should let others have OS7.

Just wondering or is this just for those OS 7 devices?

Ya gotta learn to use the search function, this question has been asked, answerd, and posted about 9000x.....the 9800 doesn't have the processor or hardware to support OS7.....and truth be told, the differences just aren't that major. If you are dying for it, get a 9810 or other model. It's like Windows, until QNX is the platform (if that should ever happen), then you will see major differences in speed, utility, functionality, etc.
This is the reason why I'm jumping ship to apple.. I'll miss Bbm and the physical keypad, but I definitely won't miss the poor customer support! Both my storm 2 and torch have been EOL-ed after less than a year, whilst the iphone 3gs is still expected to run ios 5!

Sadly, no. The 9800 cannot handle OS7 as it does not have sufficient RAM (correct me if I'm wrong) but you can download OS7 themes, I'm currently running the OS7 theme by Zman on my Torch and I love it.
