I don't know the answer. There are other threads that speculate that rim did not want to offend carriers by overtaxing using tether-methods. You can search for such threads. As I don't have tether (without additional cost) from my carrier I'm not that interested/concerned.

But the use of tether is just the same as using the phones (or BB) as Modem so carriers can limit them as well..
AppWorld not working on BB Bridge is ok (for me) but for tether, it should've been available..
