Basically wondering if I bought say a Rogers 9900 and unlocked it, would it be able to take advantage of ATT's "4G" or would I need a ATT specific phone to do that?

All BlackBerry's (or any phone for that matter) with Bands 1,2,5, & 6 will get 3G, or 4G depending on how the carrier decides to market their network on: AT&T, Rogers, Bell, Telus, Telstra, Telcel, T-Mobile UK, T-Mobile DE, Vodaphone, o2, Orange, Optus, & Ntt DoComo.

Devices with Bands 1,4, & 8 will work on 3G/4G with: T-mobile USA, Wind, Mobilicity, Cincinnati Bell, Videotron, Optus, Vodafone AU, Vodafone NZ.
