Call Vodafone. I couldn't get it to work on Sprint either but as soon as I signed up for tethering, it was activated. So even if it's free for you, maybe vodafone has to do something on their end?
Can you give us a little more info on what it does? Any messages why is not connecting? Tethering should be a painless process. Make sure you have tethering enabled from your carrier.
